The Gate Condition

Misconception Correction
"I can add filler to hit the metrics" — Content quality is still enforced by VSA. Filler = VSA deduction.
"I can restructure to reduce lines" — Lines measure structure. If you reduce lines but keep content, you've lost structure.
"Minor edits don't need drift check" — EVERY version bump requires the check. No exceptions.

Before writing a single word of rN+1, the agent MUST perform this check.
